Thomas Powys Outram (April 27, 1802 – May 12, 1853) was born on April 27, 1802, as the son of the Reverend Edmund Outram, DD, who served as Archdeacon of Derby, and he was
the elder brother of Edmund Henry Outram. He pursued his early education at Eton School before being admitted to St John's College, Cambridge, on June 20, 1820. During his
university years, he matriculated in October 1821, became a scholar in 1821, and graduated with a Bachelor of Arts (BA) in 1825, later receiving his Master of Arts (MA) in
1830. His academic background also aligned with membership among the Cambridge Apostles.
Following his university studies, Outram entered the church. He was ordained as a deacon by Lincoln (with letters testimonial from York) on August 21, 1826, and
subsequently as a priest by Lichfield (also with letters testimonial from York) on April 1, 1827. His ecclesiastical career included serving as Rector of Sturmer, Essex,
from 1827 to 1828, followed by a long tenure as Rector of Redmile, Leicestershire, from 1828 until his death.
On July 31, 1827, Outram married Ann Hodgkinson, the daughter of Samuel Hodgkinson of Kilton, Nottinghamshire, and together they had children, including George S. Outram
and Edmund. During the 1851 Census, while officially holding the position of Rector of Redmile, he was recorded visiting Cambridge with his sons Edmund and George.
Thomas Powys Outram passed away on May 17, 1853, at the age of 51, and was buried in St Peter's Churchyard in Redmile, Leicestershire. A memorial plaque on the interior
East Window of the church—gifted by their five children—commemorates him alongside his wife Ann, who died on May 23, 1857, at the age of 54, and his younger brother Edmund
Henry Outram.
